How Provincial Nominee Program (PNP) works

Provincial Nominee program is for workers who:

a. Have the skills, education and work experience to contribute to the economy of specific province or territory

b. Want to live in that province, and

c. Want to become permanent residents of Canada

Generally, the labour and economic development department of a specific province wil evaluate labour shortage, the general situation of foreign students and entrepreneurial tendency in the province, and cooperates with the IRCC (federal level) to invite applicants to apply for permanent residents of Canada by provincial nominee program.

Each province and territory has its own criteria and streams for applicant to apply for provincial nominee program. For example, in a program stream, provinces may target:

· Students

· Business people

· Skilled workers

· Semi-skilled workers


Example streams that are suitable for the above group of people:

1. Skilled workers (for applicants with overseas work experience and job offer issued by an employer in that province)

2. Occupation In Demand (for job positions that are in urgent need in that province and candidates have relevant work experience)

3. Experiences (for international graduates or applicants with legal open work permits)

4. Pilot projects (generally, the opening period of immigration pilot projects is limited, and there are certain preferential conditions, such as low language level, exemption from labor market assessment, etc.)

5. Entrepreneurs (for business owners or applicants with senior manager experience and would like to establish or purchase a business in that province)

How to apply for Immigration through the Provincial Nomination Program

After knowing whether the applicant meets the intended provincial nomination project, the applicant prepares relevant materials and obtains the confirmation letter of provincial nomination, and then applies to the Federal Office for migration (hereinafter referred to as "IRCC") for work permit (if applicable) and permanent resident.

For entrepreneur immigrants, it is generally necessary to obtain the confirmation letter of provincial nomination after operating the enterprise for one year and the business results are consistent with the business plan.
